Change Summary

What does this PR change?

  1. Update ci/cd to support rc
  2. Update aqua deps

Note

Medium Risk
Major @1inch/solidity-utils bump affects core contract imports with no Solidity diff here; CI workflow version changes could alter RC publish behavior.

Overview
Prepares a 1.0.2-rc.1 release by bumping shared Solidity dependencies and aligning CI/publish workflows with the org’s v2.3.0 protocol (RC-friendly publishing).

Dependencies: @1inch/solidity-utils 6.9.9 → 7.0.2 and @openzeppelin/contracts 5.4.0 → 5.6.1; the duplicate OpenZeppelin pin is removed from resolutions. Contract sources are unchanged in this diff—behavior depends on the upgraded libraries and existing tests/snapshots.

CI/CD: Reusable workflows in ci.yml, publish.yml, release.yml, and tag.yml move from v2.2.0 to v2.3.0. The Claude Code Review and Claude PR Assistant workflows are deleted, so automated Anthropic PR review and @claude comment triggers no longer run.
