Dependabot: never update the left-out Svg packages (#28)

Dependabot now ignores every update to Svg.Skia, Svg.Custom, Svg.Model, ShimSkiaSharp and ExCSS. They never ship
(LeaveOutSvg.props) and are pinned only so the exclusion resolves, at what Mapsui 5.1 asks for; they move with a
Mapsui update. Replaces #22, #23 and #26.
