Update frontend, backend, and documentation CI dependencies in one commit. The frontend group covers the MapLibre update in #54; Vitest uses 5.0.3 from #59. Align the Biome schema with its CLI version.
The replay preload test uses a real Response with a valid frame and awaits the cache update inside act(), so it verifies successful loading as well as continued playback.
Validation: Docker-based frozen-lockfile install, frontend format/lint, 604 frontend tests, production build, 7 script tests, Go module verification/vet/tests, and the complete pre-commit hook. The replay regression assertion was verified failing before the fixture repair. Development and architecture documentation remains applicable. Disclosure scans passed.
