Summary

• Update all eight Azure Cobalt core-count declarations from 16 to 4 to match the downsized cloud VMs.
• Cover combined and relay profiles, plus individual client, database, server, and Azure Linux 3 server application profiles.
• Document the Azure cloud machines' core count and distinguish them from the unchanged Cobalt-hosted machines.

Profile names, endpoints, and other settings remain unchanged. Based on the latest aspnet/benchmarks main.

Validation

• Parsed the YAML and verified that exactly the eight intended core-count declarations changed from 16 to 4, with all other profile settings unchanged.
• git diff --check passed.
