Updates for #1217, so the RFC matches ember-cli/eslint-plugin-ember#2867. This PR targets the #1217 branch.
ember/no-deprecated-importsgoes into Appendix C, with a reason row. Appendix C is now 57 rules, and three of them are new in v14.ember/template-tag-positionandember/template-tag-spacing. Both go intorecommendedfor gjs/gts. Appendix A lists both in a new "Template tag layout rules" part, and gives the gjs/gts total as 90 rules.All three rules merged to the plugin
