Summary: Pass `--disable-gpu` to VS Code when extension tests run on Linux. Those tests use a virtual display, where Chromium GPU startup can hang before the extension host or test suite starts. Other platforms keep their existing launch arguments. Differential Revision: D125465345
Summary: Retry a VS Code extension-test launch up to three times when the process exits before Mocha starts. A Mocha preload writes a marker before loading any test files; once that marker exists, failures propagate immediately and no test is repeated. This masks transient `CodeWindow: detected unresponsive` startup failures without hiding extension or test flakes. Differential Revision: D125466103
