docs: sync with fallow v3.34.0 - #147

Document the Effect dead-code rules on the rules page, the dead-code flag table and the issue type overview. Add the audit diff-risk and Effect rules to the default severity lists. Describe the prop-drilling CI gate: `error` fails CI and `warn` stays advisory, also with `--fail-on-issues`. List the source config keys that `fallow migrate` now explains: `cycles`, `ignoreGlobalBinaries`, `preprocessor`, `preprocessorOptions` and `asyncCompilers`. Update the fallow version in the JSON and SARIF examples to 3.34.0.
