Records Brian's decision T215a (2026-10-25, option a): apt-publisher adds the empty APT component
imagetotrixieandforkyby itself, on the first publication run after frostyard/apt-publisher#16 merges. No gap, no manual run.ADR-0059 step 3 says "apt-publisher, manual run". Accepted ADRs are semantically immutable (ADR-0001, TEMPLATE.md), and ADR-0033 permits only link maintenance in them. So this PR follows the ADR-0053/ADR-0012 pattern:
image; the rest of step 2 (key file, Debian-name audit, move workflow, apt-publisher ADR-0002) can follow the emptyimage; step 4 starts when bothReleasefiles listimage; step 5 still waits for step 2. Evidence links: apt-publisher#15 (mechanism) and [org] publish-to-r2 consumed @main in bootc-debian, first-setup, and incus #16 (configuration and addition).Amended by: ADR-0061link in References (ADR-0033 successor link).
