Summary

Plan 0010 still said that updex parses RequisiteFeatures= but does not enforce it (updex#455). That is no longer true:

• updex v2.1.1 (updex#469, updex ADR-0017) enforces RequisiteFeatures= as an AND gate in every feature path. It closed updex#455.
• updex v2.1.2 (updex#472, updex ADR-0018) makes a scheduled updex features update run whose sources are all unreachable a skip (1 log line, exit 0). An interactive run and every other failure still fail.

Changes in docs/plans/0010-suite-packaging.md:

• Answered → Feature dependencies: keeps the decision (no feature dependencies in the transfers; enable lodge first, per ADR-0058), records the 2026-10-23 state, and adds that v2.1.1 enforces RequisiteFeatures=, so RequisiteFeatures=lodge is now possible (Later / ideas).
• Answered → Updates to a running service: adds the v2.1.2 offline skip.
• Later / ideas: the RequisiteFeatures=lodge idea no longer waits on updex#455.

Not changed: ADR-0058 (Accepted, semantically immutable) still says transfers do not use RequisiteFeatures= "while updex does not enforce it". Its condition is now met; adopting RequisiteFeatures=lodge stays a later idea, not a decision of this PR.
