chore(deps): update github workflows - #8060

The Tasks workflow installs Java 25 before running its Spark tests. The py3.8, py3.10, and py3.11 tox environments include Spark 3.5.9, but the Java 11 override in tox.ini names Spark 3.0.3 and 3.5.6—not 3.5.9. Those environments therefore inherit Java 25, which Spark 3.5.x does not support, risking SparkContext startup failures and a failing Tasks CI job. Keep Java 25 for compatible Spark versions, or use a supported JDK for the Spark 3.x environments.

Update java-version in scripts/split_tox_gh_actions/templates/test_group.jinja too; this YAML is generated and still sources '21' from the template.

The Tasks workflow installs Java 25 and then runs Spark tox environments. The active Spark 3.5.9 and 4.2.1 environments do not match the existing JAVA_HOME override, which only names Spark 3.0.3 and 3.5.6. Java 25 is outside the supported JDK versions for these Spark lines and may cause their JVM startup or tests to fail. Use a supported JDK, such as Java 17 for both lines, or pin a supported JDK per Spark major.

The generated Tasks workflow uses Java 25, but the shared generator template still emits Java 21. Running the workflow generator will revert the Tasks workflow to Java 21; update the template so regenerated workflows retain the new pin.
