hil: keep tinyusb's contributor rig out of the farm registry - #427
#400 put tinyusb's three hfp.json boards (stm32l412nucleo, stm32f746disco, lpcxpresso43s67) into the farm registry.
hfp is a contributor rig tinyusb alone owns, on its own runner, not the shared ci.lan farm, so its flashers belong in
tinyusb's roster. This removes those entries; boards.json now holds exactly the 32 probes of tinyusb.json. A roster
entry without probe already keeps its own flasher, so no code changes; the docs scope the registry to the shared farm.
Lands with the tinyusb PR that restores hfp.json's inline flashers and pins this commit: either side alone is refused
(an inline flasher whose probe is registered, or a probe the registry lacks).
Test: python -X utf8 -m unittest discover -s tests with TMPDIR on disk: 4305 tests OK (127 skipped).
