arduino: state the libraries' clang-format rules - #436
The arduino skill said nothing about formatting. Adafruit_TinyUSB_Arduino and Adafruit SPIFlash format their own C/C++ with the clang-format v15 pre-commit hook. They have no .clang-format, so the hook applies LLVM style. A clang-format from PATH, a .clang-format in a parent directory (tinyusb's, which v15 cannot parse, or arduino-esp32's), or reformatting the vendored TinyUSB with the library's style all produce code that differs from what CI's hook accepts.
Solution
Add a Code format section: run the library's hook through pre-commit run --files, never add or copy a .clang-format, format only in a checkout with no .clang-format above it, and fix vendored TinyUSB upstream under tinyusb's own style. The description now also triggers on C/C++ changes to these libraries, and step 5 of "Adding a library" adds the hook.
Evidence: in fresh clones, the hook passes on both libraries; its --dump-config on a library file matches --style=LLVM. Nested under tinyusb's .clang-format, the hook fails with Error reading .../.clang-format: Invalid argument. Build contract: 4374 passed, 127 skipped.
The Arduino skill now routes C/C++ formatting questions to shared Arduino contract mechanics. It adds guidance for the libraries’ clang-format v15 pre-commit hook, formatting outside library trees, and TinyUSB’s separate formatting workflow. The library-adoption instructions now refer to the Code format section.

Explanation
The title "arduino: state the libraries' clang-format rules" matches the main change. The PR adds a Code format section to the arduino skill that states the clang-format v15 pre-commit hook, the LLVM fallback style, and checkout placement rules. The title is specific and short, so it passes.
Full details: Description check
Explanation
The description explains the problem (the arduino skill had no formatting guidance and the libraries use a clang-format v15 pre-commit hook with LLVM style), the solution (a new Code format section, description trigger changes, and a new step 5 in "Adding a library"), and supporting evidence (fresh-clone hook results, a nested .clang-format failure, and build results). It relates directly to the changeset, so it passes.
