Description

Update required CMake version to match obs-studio (3.28...3.30).

Update CMake using obs-studio's .gersemirc file.

Motivation and Context

Doing some cleanup.

How Has This Been Tested?

Successfully configured the project via CMake, built obs-studio, and did a brief runtime test with FishGL.
