Adds explicit engine preinitialization via
Engine.Builder.preinitialize(int, Consumer<Engine>)and one-shot consumption viaEngine.newBuilder(Engine.Preinitialized). Prepared engines retain shared language state, cached sources and parsed code, and a configurable pool of clean contexts for runtime reuse.Initialized instruments can opt into retention through
TruffleInstrument.onPreinitialize(Env). The debugger supports retention when it has no active sessions.
