ext/opcache: move bug66338.phpt cleanup to --CLEAN-- - #24381

The generated helper files were removed at the end of --FILE--, so any failure before that point (e.g. the CLI server failing to start) left bug66338-Officials.inc and the client scripts behind in the tests directory. Move the cleanup to a --CLEAN-- section so it always runs.
