This PR updates the pixi environments so that:
mininstalls the minimum stated Python, FLIRT, numpy, nibabel and nipypepy311...py314install the given Python version, without FLIRT, for testingdefaultanddevare updated to use Python 3.15The github actions now use
pixi runinstead ofuv run, ensuring that the code calling FLIRT is tested in the environments that install it.Minor additional change to Dockerfile to use the latest pixi and avoid installing irrelevant environments.
