chore: delete strict comparison message from phpstan ignoreErrors - #301

This message is no longer reported by the latest phpstan version. Update the dev tool requirements to specify at least the current minor version of each tool. This ensures that everyone must run a recent version to get the "best" analysis. Signed-off-by: Phillip Davis <phil@jankaritech.com>
