Prepare release 2.13.2 with the OpAMP client update from 0.3b0 to 0.4b0. The new client declares requests as a dependency, so remove the direct dependency workaround and its obsolete comments.
Update the package version, Docker package pin, example image tag, and changelog to 2.13.2. Other OpenTelemetry dependencies remain at 1.45.1 / 0.66b1.
Update RELEASING.md to check the OpAMP client version separately for every release, review its release notes, record deferred updates, and run the existing OpAMP end-to-end test after a client upgrade.
Thanks to @BrownMunda1 for proposing the OpAMP update in #804. This PR implements the dependency update independently.
