Upgrade opentelemetry-opamp-client from 0.4b0 to 0.5b0, which replaces the native uuid-utils dependency with a bundled Python UUIDv7 implementation. Remove the image smoke check for the removed native module and record the upgrade in the changelog.

Validation:

• Full unit suite: 242 passed with OpAMP 0.5b0.
• OpAMP unit and end-to-end tests passed on Python 3.10 and 3.14.
• Standard and SecureApp image smoke tests: 80 passed across AMD64 and ARM64, Python 3.10–3.14, environment and declarative configuration, and gRPC and HTTP/protobuf.
• All image payloads contain OpAMP 0.5b0 without uuid-utils.
• hatch fmt --check and dependency checks passed.
